One couple’s “budget” elopement might mean keeping things under $5,000. For someone else, it could mean spending $20,000 carefully and intentionally instead of hosting a large traditional wedding. By far, the lest expensive option would be a City Hall or marriage bureau wedding. For $60 you can get a license and have a ceremony. at the clerk’s office. For a few hundred dollars, you can marry with a officiant in Central Park, or another public park in NYC. (Note there are some private parks that will require a permit and fee.)
Let’s take a city hall wedding as an example. I’ll leave out attire and transportation costs, but a typical investment for couples I work with would be: License and ceremony- $60, Beauty- $950- Bouquet- $350, Photography-$2400 (for 2 hours with an experienced provider) Couple’s celebratory dinner -$500, 2 nights hotel stay – $1600 (Could range from $600-3000 depending on time of year and preferences) Total $5860

The Absolute Minimum Cost to Get Married in NYC
Before getting into more specific budget categories, it helps to understand the baseline costs of legally getting married in New York City. At its core, it only costs $60 to legally get married in New York City.
That breaks down into:
- $35 for the marriage license
- $25 for the ceremony at the Marriage Bureau
The marriage license fee applies regardless of where you’re getting married. The additional $25 covers having the city clerk perform the ceremony, sign your marriage license, and issue your marriage certificate.
That means the least expensive option is simply showing up at the Marriage Bureau wearing whatever you want and getting married there. Technically, you could spend no additional money beyond those fees and you’d be just as married as someone spending 1 million or more!
Everything beyond that is optional.

Marriage Bureau Ceremonies in NYC

Appointments are only available Monday through Friday during business hours, and popular dates — especially Fridays in peak months like June and October — can book up quickly. If you’re unable to secure an appointment or want more flexibility with timing or location, you’ll need to hire an officiant for a private ceremony instead.

Some couples keep things extremely casual. It’s not uncommon to see people arrive in jeans and t-shirts though I have seen ball gowns!

If you want the freedom to get married anywhere in New York City — on a rooftop, in Central Park, at sunrise on the Brooklyn waterfront, or in a house of worship — hiring a private officiant or clergy member is one of the best investments you can make.
An officiant allows you to marry wherever and whenever you want, instead of working around the limited weekday hours and appointment availability at the Marriage Bureau. Hiring an officiant also allows couples to incorporate religious, spiritual, cultural, or deeply personal elements into the ceremony in a way that a standard civil ceremony often cannot.

$500–$1,000
Photographers in this range will typically have a portfolio and may offer 1–2 hours of coverage. Experience levels can vary significantly, so reviewing full galleries and client reviews is especially important.
$1,000–$2,000
Most photographers charging in this range will have a consistent portfolio and wedding experience. For many couples, this represents the average investment for a few hours of elopement coverage in NYC.
$2,000–$4,000
Photographers in this range often have extensive experience photographing weddings and elopements. A Real Example: A Brooklyn Waterfront Pizza Wedding for under 10K
One of the things I love most about intimate weddings in NYC is that you can create an experience that feels incredibly warm, personal, and memorable without needing a traditional wedding venue.
One of the very first elopements I ever photographed was actually for friends of mine nearly 15 years ago this summer, and it remains one of my favorite examples of how meaningful a simple wedding day can be.
They were married on the Brooklyn Heights Promenade with an officiant and a small group of loved ones. After the ceremony, everyone went to their favorite neighborhood pizza restaurant for lunch.
There was no private room. No elaborate production. Just a regular meal together.
They ordered pizzas, appetizers, wine, and spent time celebrating with the people they loved most.
Because it was lunchtime rather than dinner service, the overall cost stayed much lower than a traditional wedding reception. Even with around 30 guests, I can’t imagine they spent more than a few thousand dollars total.
And honestly? It was wonderful.

The original restaurant they celebrated at is no longer there, but the similar pizza company Fornino has a location near the Brooklyn waterfront around Pier 6 — now with a rooftop space that has hosted wedding celebrations before. But honestly, intimate weddings also give couples permission to rethink what “wedding dessert” even has to look like.

Let’s use a New York City Hall wedding as an example. To keep things simple, I’ll leave out attire, transportation, rings, and any additional celebrations with family and friends.

Putting exact numbers on this category can be difficult because so much depends on guest count, priorities, and the level of experience you want to create. A luxury experience for two people looks very different from a luxury experience for 20 or 30 guests.
But generally speaking, if you’re spending $10,000 or more, especially for just the two of you, you’re entering the luxury category for NYC elopements and intimate weddings.

Luxury isn’t necessarily about extravagance for the sake of it.
